The Bases Conversion and Development Authority (BCDA) has secured another legal victory as the Court of Appeals reaffirmed its rightful authority over Camp John Hay in Baguio City—clearing a key hurdle in its mission to redevelop the area into a dynamic public space.
In its decision, the Court dismissed the Petition for Prohibition filed by Casiano et al., upholding BCDA’s right to recover a Forest Lodge unit within the former military reservation. The ruling reinforces BCDA’s legal standing as it moves forward with long-term plans to boost eco-tourism, spur business growth, and promote inclusive development across Baguio and nearby communities.
BCDA Chairperson Atty. Larry Paredes welcomed the decision, calling it “another decisive victory for the rule of law and the Filipino people.”
