The Bases Conversion and Development Authority (BCDA) has expressed gratitude to Pampanga 2nd District Representative Gloria Macapagal-Arroyo for authoring House Bill 4899, which seeks to amend and strengthen the agency’s charter.


The measure proposes to extend BCDA’s corporate life by 30 years and allow the conversion of up to 10% of its landholdings from leasehold to freehold for housing, industrial, and institutional use.
Rep. Arroyo, in her explanatory note, highlighted BCDA’s impact on national growth—transforming Metro Manila’s landscape and driving development in Central and Northern Luzon. “BCDA projects have already created over 400,000 jobs, with more than a million quality jobs expected as developments reach completion. This bill secures BCDA’s future,” she said.
