With the entire Camp John Hay now back in government hands and accessible to the Filipino people, key legacy estates within the 625-hectare economic zone, including The John Hay Hotels (formerly The Manor and Forest Lodge) and John Hay Golf, are open to the public. The facilities have been upgraded to offer an even better experience for visitors.
The Bases Conversion and Development Authority (BCDA), in partnership with interim managers Landco Pacific Corp. for the hotels and the Golfplus Management Inc. (GMI) and DuckWorld Philippines consortium for the golf course, has launched plans to enhance Camp John Hay and increase public accessibility.
“We want to make it clear that Camp John Hay is not just back in the hands of the government; it is now back with the Filipino people. Our goal is to ensure that all Filipinos can enjoy the world-class leisure destinations here, while continually improving the facilities and services,” said BCDA President and CEO Joshua M. Bingcang.
A Premier Public Golf Course in the Philippines
Nestled among rustic pine trees and lush greenery, with the cool mountain breeze of Baguio City, John Hay Golf boasts challenging fairways designed by world-renowned golfer Jack Nicklaus. The course has long been a favorite for both local and international golfers.Under BCDA’s management, the golf course, which was once an exclusive retreat for select golfers, is now open to the public. This makes it accessible to a broader range of Filipinos eager to experience the sport or simply enjoy the exceptional amenities.
Despite the course opening to the public, BCDA and GMI-DuckWorldPH are committed to maintaining the golf course’s top-tier quality, with rehabilitation efforts already in progress.
“Our goal is to make this the best golf course in the Philippines while keeping it accessible to everyone,” said Engr. Bingcang.
GMI President Eduardo Arguelles, known for managing premier golf estates like Nuvali and Alviera, pledged to further improve the golf course. “Our focus is to make everything the best. This includes not just the course but also enhancing facilities like the clubhouse, as it’s all part of the experience,” he noted.
The consortium will assess the golf course’s condition during this transition period and recommend long-term improvements. Key areas of focus will include upgrading the irrigation system, vital for maintaining the course’s quality. These changes will be implemented by the long-term operations and maintenance (O&M) partner that BCDA plans to hire. Engr. Bingcang confirmed that BCDA aims to begin the O&M bidding process later this year, after reviewing the optimal model for golf course operations.

To elevate Camp John Hay’s tourism offerings, Landco Pacific, the real estate and hospitality arm of the MVP Group, has partnered with the BCDA to ensure a smooth transition in the management of The John Hay Hotels (formerly The Manor and Forest Lodge), providing uninterrupted services.“Despite challenges during the transition, the BCDA and Landco Pacific ensured that hotel operations continued seamlessly.
