The Bureau of Customs (BOC) and Clark Development Corporation (CDC) have teamed up to launch a new system that streamlines the processing of aircraft parts, making business operations faster and more efficient for aviation companies in Clark.
The new system, called MRO–F.A.S.T. (Maintenance, Repair, and Overhaul – Facilitated Access for Services and Trade), was officially rolled out on May 30, 2025, as part of CDC’s Ease of Doing Business (EODB) Month culmination event.
With this system in place, businesses engaged in aircraft maintenance, repair, and overhaul can now enjoy:
- Faster clearance of aircraft parts
- No bond requirements
- Auto-approval for recurring shipments
— all crucial during Aircraft-on-Ground (AOG) situations, where quick turnaround is key to avoiding costly delays.




“This Joint Memorandum Order cuts red tape and ensures a faster, smoother process — a big win for our aviation stakeholders,” said BOC Commissioner Bienvenido Y. Rubio.
Clark Port District Collector Jairus S. Reyes added that MRO–F.A.S.T. boosts investor confidence by ensuring efficient customs service, making Clark more attractive for aviation-related investments.
“MRO–F.A.S.T. is more than just a system — it’s a reflection of our commitment to ease of doing business and supporting long-term growth in the Clark Freeport Zone,” Reyes said.
The initiative directly supports Proclamation No. 818 by President Ferdinand R. Marcos Jr., which champions digitalization and streamlined government services. It also aligns with Commissioner Rubio’s agenda of driving trade facilitation and economic development.
The launch was witnessed by key officials from various agencies, including Asec. Dakila Elteen M. Napao (FIRB Secretariat), Martin Jode V. Despi (EMB Region III), Glen D. Tripulca (CAAP Area Center III).
By making trade processes more efficient, MRO–F.A.S.T. not only supports Clark’s aviation industry but also contributes to broader national efforts to attract investments and generate employment for Filipinos.
