Pampanga First District Representative Carmelo “Pogi” Lazatin, Jr. has achieved a perfect attendance record in all Regular Sessions and Committee Meetings during his first 100 days in the 20th Congress.
According to a certification issued by House Secretary General Atty. Cheloy Velicaria-Garafil, Lazatin attended all 14 Regular Sessions held from July 28 to September 17, 2025, as well as all 11 meetings of the committees where he serves as a member.


These include the Committee on Bases Conversion, Committee on Basic Education and Culture, Committee on Games and Amusements, Committee on Public Works and Highways, and Committee on Transportation, where he also serves as Vice Chairperson of both the Games and Amusements and Transportation panels.
“As a former City Councilor, I have six years of experience as a legislator under my belt. However, I still have a lot to learn as a first-time Congressman, so I make it a point to attend all Regular Sessions and Committee Meetings,” Lazatin said.
Lazatin began his public service career as Angeles City Councilor in 2013, serving for two terms. During his tenure, he authored landmark measures such as City Ordinance No. 364, which regulates the use of plastic bags and Styrofoam, and City Ordinance No. 456, requiring business establishments to implement greening programs.
He later served two terms as City Mayor of Angeles, where he became known for his hands-on leadership, regularly visiting barangays to meet constituents and personally inspect ongoing projects. Among his flagship initiatives were the “Walang Plastikan: Plastic Palit Bigas” program, allowing residents to exchange plastic waste for rice, and the massive reforestation of the Angeles Watershed in Barangay Sapangbato.
Now representing the First District of Pampanga, Lazatin has outlined a seven-point legislative agenda focused on: Health; Economy and Livelihood; Support for Vulnerable and Marginalized Sectors (including children, youth, women, senior citizens, PWDs, solo parents, and LGBTQ); Environment; Education; Transportation; and Barangay Development.
Lazatin said his legislative vision remains anchored on his guiding principle — “ALANG MALAKWAN” — a commitment to inclusive public service that benefits all sectors and communities.
