In time for World Chocolate Day on July 7, the Department of Trade and Industry – Region III (DTI-3) is putting the spotlight on the rising cacao industry in Central Luzon, with Aurora province leading the charge thanks to its favorable climate and dedicated micro, small, and medium enterprises (MSMEs).
As of May 2025, DTI-assisted cacao MSMEs in the region have generated over ₱1.37 million in investments, ₱1.39 million in sales, and 113 new jobs. A total of 14 enterprises are actively producing high-value cacao-based products such as tablea, cacao nibs, chocolate bars, and even chocolate sorbetes.
DTI-Aurora is currently supporting five processors—four in Aurora and one in Bulacan—who are making significant strides in turning locally grown cacao into premium products.
With its Type II climate (no distinct dry season and a wetter period from November to January), Aurora is considered one of the country’s most ideal locations for cacao cultivation.
Leading the way is the Aurora Cacao Agriculture Cooperative (ACAC), operator of a DTI Shared Service Facility (SSF) for high-quality tablea production and recent recipient of the Gawad Saka Regional Award from the Department of Agriculture.
Also making waves is DLA Naturals Inc., a cacao bean consolidator in Dipaculao that collaborates with local farmers and a Belgian chocolate maker to bring Philippine-grown artisanal chocolate to the international market. Its partner, Barrameda Cacao Farm, is also recognized as a Learning Site for Agriculture by the Agricultural Training Institute (ATI).
Other active organizations helping grow the industry include the Kapampangan Development Foundation, San Luis Organic Cacao Producers Cooperative, Desmond Farm, and the Talbak Fruits and Coffee Growers Association.
“With Central Luzon’s ideal growing conditions and strong industry collaboration, the region is well-positioned to become a hub for high-quality cacao,” said DTI-3 Regional Director Edna D. Dizon. “We continue to support farmers and MSMEs and invite more investors to join this growing sector.”
