Cong. Pogi inspects Cutcut Flyover after flooding reports

Pampanga First District Representative Carmelo “Pogi” Lazatin, Jr. inspected the Cutcut Flyover on August 14, 2025, following reports of flooding during recent heavy rains. He was joined by District Engineer Arnold Ocampo of the DPWH Pampanga 3rd District Engineering Office.

“Since the opening of this new flyover, we’ve noticed that during strong rains, flooding occurs,” Lazatin said. “I asked our District Engineer how we can address this before it leads to accidents.”

Lazatin pointed out that the flyover’s drainage is relatively new, but the surrounding drainage systems are old and narrow. He urged the DPWH to consider upgrading them to handle the current volume of rainfall.

The 700-meter, four-lane Cutcut Flyover was opened in August 2024, but heavy rains in recent weeks caused water levels to rise to about a foot deep in some sections, as seen in videos shared on social media.

“To prevent future flooding, we need bigger drainage systems and public cooperation,” Lazatin said. He appealed to residents to avoid dumping garbage into waterways and reminded construction projects to avoid blocking drains with sand or debris.

On the same day, Lazatin also inspected ongoing infrastructure projects in Barangays Cuayan, Cutcut, Pulungbulu, and Sto. Domingo.

Joining him during the inspection were Cutcut Barangay Captain Juanito Dayrit and Political Affairs Assistant I Michael Lising.

Earlier this month, Lazatin met with DPWH Region 3 Director Engr. Roseller Tolentino and Engineer Ocampo to discuss potential infrastructure projects in Pampanga’s First District.
