The Masinloc and Oyon Bay Protected Landscape and Seascape (MOBPLS) has been hailed as the country’s top Outstanding Locally Managed Marine Protected Area (MPA) during the 2025 Para El Mar Awards in Iloilo City.
Spanning more than 7,500 hectares across Masinloc and Palauig, MOBPLS is the only legislated MPA in Central Luzon under Republic Act 11038 or the Expanded National Integrated Protected Areas System Act of 2018.

Department of Environment and Natural Resources (DENR) Regional Executive Director Ralph Pablo attributed the win to the strong partnership among the agency, local government units, and community stakeholders. “The recognition of MOBPLS affirms that when we work together, we can protect our marine heritage and inspire a new generation of environmental stewards,” Pablo said.
He added that the award motivates continued efforts in reforestation, coastal defense, and biodiversity conservation to help local communities adapt to environmental challenges.
Masinloc Community Environment and Natural Resources Officer Donaver Guevarra said MOBPLS now serves as a model for integrated conservation and sustainable management, underscoring the importance of participatory governance in long-term stewardship.
As part of the recognition, MOBPLS will receive ₱1 million worth of projects for reef, seagrass, and mangrove enhancement, alongside stronger enforcement and climate resiliency initiatives.
The Para El Mar Awards, organized by the Marine Protected Areas Support Network, honor outstanding practices in marine biodiversity conservation and effective community-driven management. This year, Sarangani Bay Protected Seascape was named Most Outstanding MPA, while Cuatro Islas Protected Landscape and Seascape in Leyte placed second.
