PALIO founding officers take oath

𝗦𝗲𝗰𝗼𝗻𝗱 𝗢𝗽𝗶𝗻𝗶𝗼𝗻 𝗯𝘆 𝗔𝗿𝘃𝗶𝗻 𝗙𝗲𝗿𝗱𝗶𝗻𝗮𝗻𝗱 𝗠. 𝗖𝗮𝗯𝗮𝗹𝘂

THE Local Economic Development and Investment Promotions Officer of Tarlac province, Frances Margaret Warren Canlas, together with the other founding officers of the newly formed Philippine Association of Local Investment Officers (PALIO), took their oath of office before the Department of the Interior and Local Government (DILG) Bureau of Local Government Development Director Anna Liza Bonagua at the DILG main office in Quezon City last May 20.

Canlas, elected as National Treasurer of the association, was sworn-in together with founding President John Allen Berbon, the head of the Northern Samar provincial economic and investment promotions office; Jayric Amil (vice president) from Bulacan; Fatima Eleanor Villaseñor (secretary) from Laguna; Anthony Calderon (auditor), from Rizal; Rona Leigh Bueno (public relations officer) from Ilocos Norte; Emmanuel Querubin (public information officer) from Quezon province; Marisa Mendoza (Luzon representative) from Batangas; Brett delos Santos (Visayas representative) from Samar; Tyron Van Villanueva (Mindanao representative) from South Cotabato; and Diego Luis Santiago (National Capital Region representative) from Pasig City.

In a statement, Berbon said, “With the group’s formation, unity is now taking shape within the investment promotion community—a shared goal to professionalize, synergize, and empower LGUs in advancing local and national economic growth.”

Under its constitution and bylaws, PALIO seeks to institutionalize a nationwide network of Local Economic Development and Investment Promotion Officers (LEDIPOs) across provinces, cities, and municipalities; and serve as a platform for capacity-building, peer learning, and technical collaboration among LEDIPOs.

They will also facilitate partnerships with national government agencies, development partners, and private sector stakeholders to promote local investments and enterprise development; advocate for responsive national and local policies that strengthen local investment ecosystems; and support the professionalization and career advancement of LEDIPOs through accreditation, certification, and continuing education. Incoming Tarlac City Mayor and Governor Susan Yap congratulated Canlas and the founding PALIO officers.

“Congratulations to Frances and the founding PALIO officials…I am proud to have Frances as Tarlac’s contribution to the newly formed PALIO and I am confident that she can do her job as national treasurer. Again, my congratulations,” she said.
