PH’s BCDA bags Global Honor at 2025 Gold Quill Awards

The Philippines’ Bases Conversion and Development Authority (BCDA) has earned international recognition after winning a Gold Quill Award of Excellence from the International Association of Business Communicators (IABC) for its 2023 Annual Report titled “One Clark.”

Among over 300 global entries, BCDA emerged as the only Philippine-based organization and sole government agency to receive the prestigious award this year. This marks BCDA’s second Gold Quill win, reaffirming its strong reputation in strategic communication and public transparency.

The award was given under the Publications category during the IABC Gold Quill Awards held June 10, 2025, in Vancouver, Canada, as part of the IABC World Conference.

BCDA President and CEO Engr. Joshua M. Bingcang welcomed the accolade as a testament to the agency’s commitment to impactful storytelling. “This recognition affirms our efforts to communicate BCDA’s milestones and mission with clarity, integrity, and purpose,” Bingcang said. “One Clark shares the progress we’ve made in transforming former military bases into drivers of inclusive growth.”

The ‘One Clark’ report highlights key developments in the Clark International Airport, Clark Freeport Zone, and New Clark City, reflecting BCDA’s achievements in infrastructure, financial stewardship, and national development.

Praised by IABC judges for its strategic clarity, design, and storytelling approach, the report was lauded as “a very effective tool to meet purpose… consistently creative and easy to consume.”

Receiving the award for BCDA were VP for Public Affairs Leilani Barlongay-Macasaet, PR Officer Denver Moreno, and SVP for Corporate Services Atty. Elvira Estanislao.

The Gold Quill Awards have honored communication excellence for over 50 years and are known for upholding the highest global standards.
