Mayor Carmelo “Jon” Lazatin II led an on-site inspection of Balay Silangan, underscoring the Angeles City Government’s continued commitment to a holistic and community-based reintegration program for Angeleños undergoing rehabilitation and recovery.






During the inspection, Mayor Lazatin emphasized that Balay Silangan is designed not only as a physical facility but as a supportive community environment that prepares individuals for meaningful reintegration into society. The program focuses on addressing the root causes of vulnerability through structured interventions that promote personal development, skills training, and social responsibility.
Discussions during the visit centered on proposed facility improvements, including the development of recreational areas, agriculture and hydroponics projects, and livelihood-oriented initiatives. These enhancements aim to equip beneficiaries, particularly juveniles under intervention programs, with practical life skills and opportunities for sustainable self-reliance.
The inspection was conducted in coordination with the Angeles City Anti-Drug Abuse Council (ACADAC), the City Engineer’s Office, and the City Social Welfare and Development Office (CSWDO) to ensure that infrastructure upgrades, social services, and program implementation are well-aligned.
Mayor Lazatin noted that the Balay Silangan initiative reflects the city government’s long-term approach to rehabilitation—one that prioritizes dignity, accountability, and community reintegration over short-term solutions. Through this program, the Angeles City Government continues to promote inclusive governance while strengthening public safety, social cohesion, and responsible citizenship.
