BCDA Chief Joshua Bingcang among PeopleAsia’s Men Who Matter 2025

Bases Conversion and Development Authority (BCDA) President and Chief Executive Officer Engr. Joshua M. Bingcang has been named one of Stargate PeopleAsia Magazine’s “Men Who Matter” for 2025, a recognition of his transformative leadership in building cities and uplifting communities.

Praised as a “management maven,” the Pampanga-born executive was honored for his ability to surpass government-set targets while ensuring that BCDA projects remain focused on empowering communities and improving Filipino lives.

“His leadership of BCDA is the perfect case study on management and corporate governance,” PeopleAsia noted in its citation.

Engr. Bingcang has played a key role in landmark projects that helped reshape the country’s economic landscape, including Bonifacio Global City, Subic-Clark-Tarlac Expressway, Clark International Airport, and New Clark City.

Under his stewardship, BCDA achieved its highest-ever remittance to the National Treasury this year—₱5.17 billion, including a record ₱2.04 billion dividend that represents 80% of its net earnings. The agency also ranks among the country’s top-performing government-owned and -controlled corporations (GOCCs) and stands as the third-highest investment promotions agency in terms of project approvals.

For 15 consecutive years, BCDA has received the highest audit rating from the Commission on Audit. During Bingcang’s term, its classification under Executive Order No. 150 was elevated from Tier 2 to Tier 1, the highest ranking for GOCCs.

“It’s truly an honor to be recognized among this year’s Men Who Matter. More than this award, it’s the people who truly matter—that’s why we do the work that we do in BCDA. Every project we undertake is about creating opportunities, building communities, and improving lives,” Engr. Bingcang said during the awarding ceremony on August 12 at the Marriott Grand Ballroom in Newport City, Pasay.

Also recognized in this year’s roster were Alden Richards, Senator Bam Aquino, Senator Tito Sotto, Dr. Cyril Adan, Robby Carmona, Jan Conadera, Christian Esguerra, Jovy Hernandez, Wayne Jacinto, Bryan Lui, Jonathan Matti, and Lito Villanueva.

PeopleAsia’s “Men Who Matter” is an annual recognition given to individuals who have made a positive impact and significant contributions to society in fields such as business, governance, culture, and entertainment.
