The Bases Conversion and Development Authority (BCDA) is collaborating with a consortium of South Korean and local companies to develop a 6.1-hectare affordable housing complex in New Clark City.
The consortium, consisting of Sta. Clara International Corporation (SCIC), Saekyung Realty Corporation, and Korea Overseas Infrastructure and Urban Development Corporation (KIND), is set to invest around Php 4.8 billion into the project.
This initiative aligns with the United Nations Sustainable Development Goal 11 (SDG 11), which focuses on making cities and human settlements inclusive, safe, resilient, and sustainable. The project is also a key part of President Ferdinand R. Marcos Jr.’s Pambansang Pabahay Para sa Pilipino (4PH) Program, which aims to provide affordable housing to low-income families across the country.
The planned development will include 12 high-density residential buildings, comprising a total of 3,320 units. Of these, 2,600 units across nine buildings will be offered on the open market, while 720 units in three buildings will be designated for the 4PH Program to benefit eligible low-income families.
“Beyond addressing the immediate housing needs, this project will generate jobs, attract investment, and stimulate economic growth in Central Luzon,” said BCDA President and CEO Joshua M. Bingcang. “It will also create a vibrant and sustainable community that contributes to the region’s development.”
The project will not only provide residential units but also modern infrastructure and amenities. It will feature green spaces, parks for recreation and wellness, well-planned road networks, stormwater drainage systems, fire protection measures, and disaster-resilient structures. Additionally, retail and commercial spaces, as well as sports and leisure facilities, will be included to foster community engagement and enhance the quality of life for residents.
“New Clark City is designed to be a smart, sustainable, and disaster-resilient metropolis. This project is an important step towards realizing that vision, ensuring that the city can withstand the challenges of climate change while improving living conditions for its residents,” Engr. Bingcang emphasized.
In 2023, BCDA entered into a memorandum of understanding with the Department of Human Settlements and Urban Development (DHSUD), the project’s implementing agency, to develop the initial housing units under the 4PH Program within New Clark City.
