BCDA, Japan partner for Green, Smart Infrastructure for the future

The Bases Conversion and Development Authority (BCDA) has forged three key agreements with the Japanese government and private sector to accelerate projects in waste management, renewable energy, digital infrastructure, and sustainability across BCDA-managed properties.

BCDA President and CEO Joshua M. Bingcang signed a Memorandum of Understanding (MOU) with industrial and engineering firm Kanadevia Corporation (KVC) to conduct a feasibility study on redeveloping the Kalangitan Sanitary Landfill and establishing a waste-to-energy facility in New Clark City.

To strengthen the country’s digital backbone, BCDA also entered into agreements with telecommunications firms IPS, Inc. and InfiniVAN, Inc. for the use and monetization of the Luzon Bypass Infrastructure (LBI) and its cable landing stations.

Meanwhile, the Japan Bank for International Cooperation (JBIC) signed an MOU with BCDA to support projects aligned with the Philippines’ energy transition and sustainability goals.

“From waste management and clean energy to digital infrastructure, these MOUs show how our nations are building together across multiple fronts,” said President Bingcang.

The MOUs were signed in Tokyo under the leadership of Philippine Ambassador to Japan Mylene J. Garcia-Albano, with representatives from partner institutions and stakeholders present.

These initiatives underscore BCDA’s commitment to shaping greener, smarter, and more sustainable cities in partnership with global allies.
