The Bases Conversion and Development Authority (BCDA) has launched a competitive bidding process to find a joint venture (JV) partner for the commercialization, expansion, and maintenance of passive ICT infrastructure in New Clark City. With technical support from the Asian Development Bank (ADB), this ₱2.5 billion project aims to establish high-speed, reliable internet connectivity and lay the groundwork for smart city development in the 9,450-hectare metropolis.
To be implemented under an “Open Access Fiber” model, the project allows multiple data transmission providers to share a common network, helping deliver affordable, carrier-grade ICT services to residents, businesses, and government offices.
BCDA President and CEO Joshua Bingcang said the initiative goes beyond connectivity, positioning New Clark City as a hub for digital innovation and attracting high-value investments and skilled jobs in the tech sector.
The JV partner is expected to be selected by the end of 2025. A pre-qualification conference is set for June 4, 2025, at ADB Headquarters in Mandaluyong, and the deadline for bid submissions is September 4, 2025, at the BCDA Corporate Office in Taguig.
