BCDA, SPPI to Develop 100-Hectare Industrial Park in NCC

The Bases Conversion and Development Authority (BCDA) has teamed up with Science Park of the Philippines, Inc. (SPPI) to develop a 100-hectare industrial park in New Clark City, Capas, Tarlac. The project is expected to create 30,000 new jobs and boost the local economy, contributing to inclusive growth.

On January 23, 2025, BCDA signed a 50-year lease agreement with SPPI to develop the industrial park in New Clark City, with an investment commitment of PHP 30 billion from SPPI and its locators. SPPI, a leader in sustainable industrial parks, operates premier sites across Central Luzon, Southern Luzon, and Central Visayas, supporting both local and multinational businesses.

BCDA President and CEO Engr. Joshua M. Bingcang emphasized the importance of this partnership in driving job creation and economic empowerment. “At the heart of this partnership is a common goal: to create jobs and empower the local economy,” he said. “By developing this industrial park, we are opening up thousands of opportunities across various sectors.”

The industrial park will generate 30,000 jobs in fields such as food production, textiles, automotive parts, electric vehicles, semiconductors, and data centers. This initiative will play a significant role in the region’s ongoing economic development.

The project is also expected to bring in PHP 1.9 billion in income tax revenues for the national government, supporting the country’s development and infrastructure programs.

SPPI Chairperson Guillermo D. Luchangco expressed gratitude for the opportunity, noting that SPPI’s goal is to exceed expectations and deliver world-class industrial estates. “We feel that in our own modest way, we have been able to contribute to the economic growth of the Philippines,” he stated.

The signing event was attended by key figures, including SPPI President and CEO Richard Albert I. Osmond, SPPI Executive Vice President Noel Neric, BCDA Officer-in-Charge for Conversion and Development Group Mark P. Torres, and BCDA Vice Presidents Mary Grace C. Perez and Erwin Kenneth R. Peralta.
