BCDA achieves High Performance Scores in GCG Validation for 2023

The Bases Conversion and Development Authority (BCDA) has received an impressive overall score of 92.34% in its 2023 Performance Scorecard from the Governance Commission for GOCCs (GCG), reflecting the agency’s success in fulfilling its national development mandate.

In a letter addressed to BCDA Chairman Hilario B. Paredes and President and CEO Joshua M. Bingcang, GCG Chairperson Marius Corpus officially communicated the results, confirming that BCDA not only met its performance targets but also maintained scores above 90% throughout GCG’s annual evaluation.

Chairman Paredes expressed pride in the agency’s accomplishments: “I want to commend the men and women of BCDA who have worked with diligence and excellence to meet our targets, contributing to the development of our nation. This achievement reaffirms our role as responsible stewards of state assets and vital contributors to national development.”

BCDA’s high marks stem from key achievements such as the continued progress of the Airport to New Clark City Access Roads Phases 2 and 3, the Php4.07 billion remittance to the National Government, signed development contracts for community-focused mixed-use areas, and a client satisfaction rating of 98%. Additionally, BCDA received ISO9001:2015 recertification for its conversion and development services, real estate management, and engineering for land and assets.

President Bingcang highlighted BCDA’s commitment to maintaining service excellence: “We aim to sustain this high standard for our stakeholders, including the Armed Forces of the Philippines and the communities surrounding our key projects. We thank the GCG for acknowledging our dedication to good governance, excellence, and sustainable development.”

The BCDA Performance Scorecard tracks progress in various areas, including improving military facilities, creating livable communities, remitting funds to the AFP and the National Government, and delivering quality infrastructure projects. It also evaluates the development of special economic zones, partnerships, internal controls, and sustainability measures focused on revenue generation and cost management.

BCDA’s outstanding performance has also earned it recognition in previous years, including a top ranking in the 2022 Performance Scorecard with a score of 96.8%.

The Performance Scorecard, part of the GCG’s Performance Evaluation System (PES), plays a key role in determining the granting of Performance-Based Incentives, reappointment eligibility for Appointive Directors, and the continued status of a GOCC.

In last year’s GCG Awarding Ceremony, BCDA was recognized with four awards, including being named one of the top-performing GOCCs for Calendar Year 2023. BCDA also earned an “Outstanding” rating with a perfect score of 100.52 in the 2023 Corporate Governance Scorecard (CGS), marking nine consecutive years of excellence in governance.
