BCDA backs landmark CIAC-JHMC pact to boost ecozones’ competitiveness

The Bases Conversion and Development Authority (BCDA) has expressed strong support for the newly signed partnership between two of its key subsidiaries — Clark International Airport Corporation (CIAC) and John Hay Management Corporation (JHMC)—calling it a landmark alliance that sets the tone for collaborative growth across BCDA-managed ecozones.

CIAC and JHMC signed a memorandum of understanding (MOU) on June 26, 2025, with the goal of developing unified programs and sharing best practices to bolster the Clark Civil Aviation Complex and the John Hay Special Economic Zone.

“This partnership sends a clear signal: collaboration is our competitive edge,” said BCDA President and CEO Engr. Joshua M. Bingcang. “If we want to go head-to-head with our ASEAN neighbors, we need scale, synergy, and a unified front. BCDA stands ready to provide strategic guidance and resources to make this partnership a success.”

Bingcang emphasized that tangible results are expected from the partnership and committed BCDA’s support, including funding, to help bring shared goals to fruition.

Under the MOU, CIAC will offer its expertise in crafting investment plans and building brand narratives to attract investors. In return, JHMC will share its experience in forest management and urban renewal—areas aligned with both agencies’ commitment to sustainability.

CIAC President and CEO Joseph Alcazar noted the broader potential of the partnership, saying: “Our collaboration opens the door to various areas of joint interest — including research and development, training and internship programs, aviation industry initiatives, tourism and investment promotion, and human resource development.”

JHMC President and CEO Manjit T. Singh Reandi echoed the same sentiment: “This memorandum of understanding reflects a clear alignment of purpose—to promote mobility, tourism, and inclusive economic development. More than that, it is a statement of our mutual confidence in what we can achieve together when we break down silos and build bridges.”

The partnership was formalized in a signing event attended by top officials from BCDA, CIAC, and JHMC.

Bingcang also encouraged other BCDA subsidiaries to follow the example of CIAC and JHMC, stressing the importance of cross-agency collaboration in achieving national development goals. “There’s no monopoly on great ideas,” he said. “I look forward to more partnerships where BCDA can play a strategic role in creating lasting impact.”
