In a significant show of confidence in the Bases Conversion and Development Authority’s (BCDA) management, three long-term residential lease agreements were recently inked at Camp John Hay in Baguio City. This marks another milestone for BCDA as it continues to solidify its reputation for developing inclusive and sustainable urban spaces.
The BCDA secured 25-year leases with private individuals for a variety of properties in the historic Camp John Hay, including a 427-square-meter Country Estate unit, a 449-square-meter Country Homes unit, and a 275-square-meter Forest Cabin. These agreements come on the heels of several other commercial and residential leases signed in recent weeks, following BCDA’s regained control of the property after a pivotal Supreme Court ruling.
“This is a significant step forward in realizing our vision for Camp John Hay as a thriving community where businesses and residents coexist harmoniously, all while protecting the area’s rich natural resources,” said BCDA President and CEO Joshua M. Bingcang. He also mentioned that BCDA anticipates more lease agreements, both commercial and residential, in the near future.
The newly signed residential leases are part of BCDA’s broader efforts to redevelop Camp John Hay, following its victory in a 2024 Supreme Court decision that nullified the previous lease agreement with the CJH Development Corporation. This ruling resulted in the property being returned to the BCDA.
In addition to the new residential leases, BCDA has also secured several commercial contracts, including a 15-year lease agreement with Amare La Cucina, Baguio’s popular homegrown pizza chain, for a 1,500-square-meter lot. Another commercial lease was signed with Top Taste and Trading Inc., a specialty cafe and restaurant, for an 800-square-meter space.
BCDA also continues to expand its residential offerings, with a 25-year lease for two Forest Cabin units signed by Metro Pacific Investment Corporation Director Victorico “Ricky” Vargas. In December, Stern Real Estate and Development Corporation also agreed to a 25-year lease to continue operating Le Monet Hotel and Filling Station at Camp John Hay.
The BCDA has taken steps to ensure smooth operations at Camp John Hay by appointing Landco Pacific Corporation, led by Manuel V. Pangilinan, as the interim manager for The Manor, Forest Lodge, and the CAP-John Hay Trade and Cultural Center. Meanwhile, a new consortium, including Golfplus Management Inc. and DuckWorld PH, has been tasked with managing the Camp John Hay golf course during this interim period.
As part of its long-term plans, BCDA will review the comprehensive 25-year master plan for Camp John Hay, aligning it with the United Nations’ Sustainable Development Goals. With an eye on replicating the success of Bonifacio Global City and New Clark City, BCDA aims to develop infrastructure that drives investment, creates jobs, and contributes to the country’s economic growth.
