BCDA remits record-high ₱2.04B in Dividends

Total government contributions hit ₱5.21B as of May 2025

The Bases Conversion and Development Authority (BCDA) has remitted a record-high ₱2.04 billion in dividends to the national government in 2025, reflecting a 30.68% increase from last year’s ₱1.56 billion. This marks the agency’s highest dividend remittance to date and highlights its strengthened fiscal performance, driven by effective revenue generation and prudent spending.

Turned over to the Bureau of the Treasury (BTr) on May 15, the amount represents 80% of BCDA’s 2024 net earnings—surpassing the 50% minimum requirement set by Republic Act 7656 (the Dividend Law) and even the Department of Finance’s directive for government-owned and -controlled corporations (GOCCs) to remit at least 75%.

On top of this, BCDA also remitted ₱3.13 billion in asset disposition proceeds from 2024, which will benefit several government agencies, including the Armed Forces of the Philippines (AFP). An additional ₱46 million was paid in guarantee fees to the BTr for the government’s loan from the Japan International Cooperation Agency (JICA) for the Subic-Clark-Tarlac Expressway Project.

Altogether, BCDA’s total remittances to the government as of mid-May 2025 have reached ₱5.21 billion.

“This record-setting remittance reflects BCDA’s strong financial position and commitment to transforming former military bases into thriving economic zones through impactful public-private partnerships,” said BCDA President and CEO Joshua M. Bingcang.

“Beyond increasing government revenues, these contributions support critical national programs and promote inclusive, sustainable growth,” he added.

Under Republic Act 7227, BCDA is mandated to share a portion of its income from the development of former military bases to the AFP and other beneficiary agencies, helping fund key modernization and infrastructure efforts across the country.
