The Bases Conversion and Development Authority (BCDA) has scored a series of legal victories as it moves forward with the shared redevelopment and modernization of Camp John Hay.
In recent rulings, the Regional Trial Court (RTC) Branch 79 of Baguio City dismissed six petitions for Quieting of Title, Recovery of Possession, and a Promissory Estoppel case filed by private claimants involving properties within the John Hay Special Economic Zone.
The court decisions strengthen the stable and investor-friendly environment established by BCDA since assuming management of Camp John Hay.
BCDA Chairperson Atty. Larry Paredes said the rulings provide long-term security for investors and partners, allowing redevelopment efforts to proceed with clarity and confidence. He added that with the legal framework firmly in place, Camp John Hay can fully realize its potential as a world-class mountain estate and a key economic driver in Northern Luzon.
BCDA President and CEO Engr. Joshua M. Bingcang noted that the legal certainty reinforces the transformation of Camp John Hay into a premier investment destination, similar to the successful development models of Bonifacio Global City and New Clark City. He emphasized that the rulings affirm a business environment strengthened by law and designed for long-term resilience and modernization.
BCDA is currently finalizing an updated master plan that envisions Camp John Hay as a self-sustaining, mixed-use district integrating ecotourism, business, education, healthcare, and green infrastructure. The plan draws from best practices applied in BGC and New Clark City, while preserving Camp John Hay’s distinctive character and natural landscape.
Aligned with the United Nations Sustainable Development Goals and in coordination with the Baguio City government, the redevelopment aims to attract responsible investors, generate employment, enhance local amenities, and ensure that economic growth benefits the people of Baguio and nearby communities.
