A delegation from the Bases Conversion and Development Authority (BCDA), led by Chairperson Atty. Hilario B. Paredes and President and CEO Joshua M. Bingcang, recently visited Korea Water Resources Corp. (K-Water) in Hwaseong, South Korea, to explore the company’s innovative water management systems. The visit aims to incorporate K-Water’s advanced water management practices into BCDA’s ongoing projects in the Philippines.

During the tour of K-Water’s state-of-the-art facilities, the BCDA delegation was introduced to the company’s smart water infrastructure, sewage monitoring systems, and best practices in sustainable water resource management. This benchmarking activity was part of BCDA’s initiative to adopt smart, sustainable solutions for water conservation and management across its properties, including New Clark City in Tarlac, Camp John Hay in Baguio City, and Poro Point in La Union.
“This partnership with K-Water allows the BCDA to integrate cutting-edge water technologies into our economic zones, ensuring the responsible use of water resources while meeting the growing demand from locators and residents,” said Joshua M. Bingcang, BCDA President and CEO. “By leveraging K-Water’s expertise, we can balance development with environmental sustainability.”
K-Water’s President Yoon Seok-dae reaffirmed the company’s commitment to assisting BCDA in addressing the increasing water supply demands through sustainable solutions. As part of this collaboration, K-Water is conducting feasibility studies for the development of comprehensive water resource plans in New Clark City, Camp John Hay, and Poro Point. These plans will focus on reducing water loss, ensuring a stable supply, and integrating artificial intelligence-driven water purification and smart water network management.
The partnership between BCDA and K-Water was formalized in July 2024 with the signing of two memoranda of understanding, and the current feasibility studies are expected to lead to the implementation of advanced water management systems in these areas.
The initiative aligns with the United Nations’ Sustainable Development Goals, specifically goals related to Clean Water and Sanitation (Goal 6), Sustainable Cities and Communities (Goal 11), Responsible Consumption and Production (Goal 12), and Climate Action (Goal 13). Once realized, the project will benefit residents, businesses, and tourists in New Clark City, while preserving the area’s natural watershed. Similarly, the system will be replicated in Poro Point, a growing transport and logistics hub in La Union, which is home to an international airport and seaport.
This collaboration marks a significant step toward making BCDA’s developments smarter, more sustainable, and better equipped to meet the water needs of future generations.
