The Bases Conversion and Development Authority (BCDA) is set to expand and upgrade major interchanges along the Subic-Clark-Tarlac Expressway (SCTEX) as traffic volume continues to rise.
BCDA President and CEO Joshua Bingcang announced during the Philippine Economic Briefing in Clark that about ₱1 billion will be invested over the next two years to improve SCTEX infrastructure.

Around ₱750 million has been allocated for the expansion and construction of three key interchanges, including the completion of the Luisita Interchange in Tarlac City into a full trumpet interchange with new northbound entry and southbound exit ramps. The project will enhance connectivity to major industrial and township developments such as Luisita Industrial Park, Cresendo by AyalaLand, and TARI Estate by Aboitiz Infracapital.
BCDA will also build a new interchange in Hermosa, Bataan, to improve access to the Bataan Technology Park and the new Philippine Marine Corps Headquarters in Morong.
Meanwhile, the Mabalacat Interchange, which links SCTEX to the North Luzon Expressway (NLEX), will undergo upgrading and expansion to ease congestion and improve traffic flow.
Bingcang said these projects are part of efforts to advance the Luzon Economic Corridor under President Ferdinand R. Marcos Jr.’s Build-Better-More Infrastructure Program, aimed at boosting regional growth and connectivity.
