BOC shuts down illegal cigarette factory in Mexico Pampanga

The Bureau of Customs (BOC) has shut down an alleged illegal cigarette manufacturing operation in Mexico, Pampanga, as part of the government’s intensified crackdown on illicit trade.

The joint enforcement operation was conducted on January 28, 2026, at a warehouse in Barangay Panipuan following a report received by the BOC. Authorities found the facility allegedly engaged in the unauthorized local production of cigarettes without valid permits.

Seized during the raid were locally manufactured cigarettes branded “Two Moon,” cigarette-making machines, and production materials linked to brands such as Mighty, H&P, Playboy, and Carnival. The BOC noted that these brands were also recently confiscated in a separate operation in Batangas, suggesting a possible connection in the illegal supply chain.

Officials said the machinery and raw materials found at the site were allegedly smuggled, as these were not supported by proper import permits or customs documents. Tax stamps discovered in the compound are now being verified by the Bureau of Internal Revenue to determine their authenticity and compliance with excise tax laws.

Several individuals were found inside the premises, including Chinese and Filipino nationals. The BOC is coordinating with the Bureau of Immigration to verify the legal status of the foreign nationals involved.

Inventory and valuation of the seized items are ongoing to determine the total value of the confiscated goods and possible violations of customs, tax, and other related laws.

BOC Commissioner Ariel F. Nepomuceno said the operation underscores the bureau’s commitment to protecting government revenues, public health, and legitimate businesses, in line with President Ferdinand R. Marcos Jr.’s directive to dismantle illicit trade networks.
