Clark International Airport Corporation (CIAC) has signed memoranda of understanding (MOUs) with three Singapore-based aviation firms to accelerate the development of the Clark International Aviation Campus, a flagship project aimed at positioning Clark as the country’s premier aviation and logistics hub.
The agreements were formalized during the Asia-Pacific Conference and Exhibition on Maintenance, Repair and Overhaul (MRO) held in Singapore from September 16 to 19, 2025.






CIAC President Jojit Alcazar signed separate MOUs with Dviation Training Centre Sdn. Bhd., ST Engineering Urban Solutions Ltd., and Embry-Riddle Aeronautical University–Asia Ltd. (ERAU-Asia).
The partnership with Dviation, inked on September 17, focuses on aviation training and technical services. On September 18, CIAC and ST Engineering agreed to explore smart city and aviation technology projects to support Clark’s sustainable development. Also on the same day, ERAU-Asia signed on to collaborate on aviation education, training, and workforce development.
“These partnerships affirm CIAC’s commitment to building strong ties with global industry leaders to advance Clark’s role as a leading aviation hub in the Philippines,” Alcazar said, citing Singapore’s successful aviation industry as a model for Clark’s growth.
The Clark International Aviation Campus forms part of CIAC’s Seven Flagship Projects under Clark Aviation Capital, which also includes Clark International Airport, Clark Global City, and over 60 aviation, logistics, commercial, and manufacturing locators.
