Clark International Airport Corporation’s performance scorecard obtained an overall score of 95.48 percent, according to a validation report from the Governance Commission for Government Owned or Controlled Corporations (GCG).
CIAC is the government corporation managing the 2,367-hectare Clark Civil Aviation Complex which hosts the mixed-use commercial hub Clark Global City and other locators engaged in manufacturing, information and technology, renewable energy, and other non-aviation-related industries.
The performance scorecard rating was transmitted through a letter from GCG Chairperson and retired Justice Alex Quiroz to Secretary Jaime Bautista of the Department of Transportation and CIAC officer-in-charge Darwin Cunanan.
The DOTr is the agency which exercises policy and operational supervision over CIAC.
The other signatories of the validation report are lawyers Gideon Mortel and Geraldine Marie Berberabe-Martinez, both GCG commissioners.
“We attribute CIAC’s competencies and scorecard rating to all our employees for their continuous effort to strengthen the organization’s work performance, under the leadership of CIAC Chairman and DOTr Secretary Bautista” Cunanan said.
Included in the GCG’s evaluation is the amount of revenues collected by the CIAC, new employment generated from investors and locators, fresh lease agreements, personnel competencies, and the manner of implementation of airport infrastructure projects.
The GCG evaluates state-run firms through the Performance Evaluation System which provides the framework for setting the organizational targets of a GOCC and also serves as basis for determining the grant of performance-based incentives for employees.
Under the Marcos administration, CIAC exercises regulatory supervision and oversight of activities occurring within the civil aviation complex, including the Clark International Airport.
“After the government’s master development plan’s first phase of building a new airport terminal building, we’ll be working on accelerating the implementation of the remaining phases which aims to reach the airport’s annual capacity to 80 million,” Cunanan noted.
Cunanan added the agency is now poised to strengthen its commercial, engineering and corporate management teams to develop a globally-competitive service and logistics center at the aviation complex surrounding the Clark International Airport.
