The Commission on Audit (COA) has raised serious red flags over alleged irregularities in multi-million peso asphalt and waste hauling projects involving Tarlac City Mayor Cristy Angeles, according to its Fraud Audit Report No. 2025-03.
The report revealed that several contracts under Angeles’ administration lacked the required approval from the Sangguniang Panlungsod. COA also cited instances of double payments to contractors and a clear conflict of interest, noting that Northern Builders, the company awarded the projects, is owned by Mayor Angeles and her husband, Vic Angeles.
“All asphalting materials used in the road projects were sourced from Northern Builders,” COA said, emphasizing the ethical and legal implications of awarding city government projects to a firm tied directly to the city’s chief executive.
Further, COA disclosed that Angeles authorized the release of ₱21.23 million in checks without corresponding disbursement vouchers, a move auditors said may constitute corruption.
The report also flagged a ₱41.2-million contract for solid waste hauling, citing a fake pre-procurement conference and the approval of an unqualified supplier that failed to meet technical requirements.
COA has urged appropriate government agencies to investigate Mayor Angeles and other city officials for potential criminal and administrative charges.
It further underscored the definition of conflict of interest as a situation where a public official’s private or family interests may compromise their public duties, possibly leading to favoritism, corruption, or loss of public trust.
Mayor Angeles is currently running for second district representative, while her husband is seeking to succeed her as Tarlac City mayor.
Records and reports indicate that Northern Builders is the primary contractor for most of the city’s infrastructure projects.
