CSC honors Outstanding Public Servants in Central Luzon

The Civil Service Commission (CSC) recognized exemplary government workers from across Central Luzon during the 2025 Gawad Lingkod Bayani regional recognition rites held at the Kingsborough International Convention Center in the City of San Fernando, Pampanga.

The event forms part of the 123rd Philippine Civil Service Anniversary, highlighting individuals and groups who have demonstrated excellence, integrity, and compassion in their service to the public.

Awardees

  • Gawad Pag-asa (Individual): Nueva Ecija 2nd District Rep. Mario O. Salvador; Clevelyn D. Deliquiña, Municipal Civil Registrar of Botolan, Zambales; J/CINSP Cliff Richard T. Torres, Bureau of Jail Management and Penology Warden; Ferdinand B. Hilado, Palayan City Disaster Risk Reduction and Management Office Head; and Rjay C. Calaguas, Master Teacher I, Northville 15 Integrated School, DepEd Angeles City.
  • Gawad Pag-asa (Group): Management Information Services Division Team of Baliwag Water District; City Environment and Natural Resources Office of San Jose Del Monte, Bulacan; and the Alternative Low-Input Agricultural System (ALIAS) Team of Pampanga State Agricultural University (PSAU).
  • Dangal ng Bayan: Dr. Erbe M. Bugay, Medical Specialist III of San Jose Del Monte; and F/Supt. Roderick De Jesus Marquez of the Bureau of Fire Protection Olongapo.
  • Gawad Lingkod Bayan ng Pangulo: College of Veterinary Medicine Extension Team of PSAU for their contributions to veterinary health, community engagement, and food security.

Call for Integrity in Public Service
CSC Commissioner Luis Meinrado C. Pañgulayan, in his keynote address, emphasized the significance of the civil service’s 125th year, which marked the professionalization of the bureaucracy based on merit and fitness.

“We are two million strong, and as lingkod bayani, we exemplify the values of faith, integrity, excellence, and spirituality. Your leadership and integrity remain the guiding light to inspire your fellow public servants,” Pañgulayan said.

He reminded civil servants that public office is a public trust, urging them to uphold accountability, modesty, and dedication in serving the Filipino people.

The CSC said the recognition serves to inspire all government employees to pursue innovation, strengthen ethical governance, and continuously improve public service delivery.
