Under NTA Memorandum Circular No. 003, Series of 2019, tobacco products, related materials, ingredients, spare parts, e-cigarettes, and e-juices are exempt from commodity clearance, provided they meet certain conditions. These items must be transported in the passenger’s hand-carry or checked-in baggage, or sent through parcels/courier, and should not exceed the specified quantity limits.

If the quantity of these imported items exceeds the allowed limits, it is required to secure the necessary permits from the National Tobacco Administration (NTA).
