DEPDev strengthens collaboration with LGUs for Central Luzon investment programming

To strengthen stakeholder participation in regional development planning, the Department of Economy, Planning and Development (DEPDev) Regional Office 3—serving as the technical secretariat of the Central Luzon Regional Development Council (RDC III)—held a series of consultative meetings with local government units (LGUs) across Central Luzon.

The discussions focused on presenting the key features of the draft Central Luzon Investment Program (CLIP) 2023–2028 Midterm Update, ensuring that proposed programs and projects are aligned with local priorities.

Local chief executives and representatives from the seven provinces and two highly urbanized cities attended the sessions held on various dates and venues: Angeles City (October 15), Pampanga (October 16), Tarlac (October 21), Bataan (October 24), Bulacan (October 27), Nueva Ecija (October 28), Zambales (October 29), Olongapo City (October 30), and Aurora (November 6).

During the meetings, the DEPDev 3 team briefed LGUs on the proposed programs, activities, and projects (PAPs) for implementation by regional line agencies, state universities and colleges, government-owned and -controlled corporations, and other national government entities for FY 2027–2028. The consultations aimed to validate the alignment of PAPs with local thrusts and encourage the development of complementary initiatives.

DEPDev 3 also presented updates on the Central Luzon Regional Physical Framework Plan 2020–2040 and the Central Luzon Regional Development Plan (CL-RDP) 2023–2028 Midterm Update.

Local leaders expressed appreciation for DEPDev’s efforts in fostering participatory planning, emphasizing their commitment to collaborate with the agency and other national counterparts to ensure that proposed interventions address local needs and are ready for implementation.

These consultations form part of ongoing reforms by RDC III and DEPDev 3 to promote inclusive and participatory development planning, in line with the Local Government Code (RA No. 7160) and the Economy, Planning and Development Act (RA No. 12145).

The updated CLIP 2023–2028 Midterm Update will be presented to the RDC III Full Council for review and approval in December 2025.
