Clark International Airport (CRK) is set to become a leading hub for industrial, manufacturing, transport, and other services following the signing of a strategic agreement between the Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA) on Thursday. The deal aims to enhance air transport and logistics operations while improving passenger movement efficiency.




President Ferdinand Marcos Jr. has directed DOTr and BCDA to explore ways to expand market access and support economic growth in Central Luzon. Transportation Secretary Giovanni Lopez emphasized that the initiative will strengthen the country’s aviation and aerospace sectors and generate new economic opportunities.
“This agreement will open up market access and opportunities in Central Luzon. Beyond that, it will stimulate new economic activities through the Industrial, Manufacturing, and Transport (IMT) hub,” Secretary Lopez said.


BCDA President and CEO Engr. Joshua M. Bingcang added, “This will attract more manufacturing and transport enterprises to Clark, increasing the airport’s economic contribution. BCDA’s role is to ensure the necessary infrastructure is in place to support seamless operations for logistics and transport firms.”
Under the agreement, DOTr, BCDA, and Clark’s private operator Luzon International Premiere Airport Development (LIPAD) Corp. will establish the IMT hub and related services at CRK. The partnership will also explore incentive programs to attract new businesses and maximize economic activity.
Secretary Lopez noted that the project aligns with President Marcos Jr.’s Philippine Development Plan (2023–2028) by driving tourism, business growth, and regional development.
