On March 7, 2025, Department of Transportation (DOTr) Secretary Vince Dizon visited Angeles City to request the local government’s assistance in addressing right-of-way issues hindering the progress of the Clark-Angeles-Calumpit railway project.
During his visit, Mayor Carmelo “Pogi” Lazatin Jr. expressed the city’s full support for the project, emphasizing the importance of resolving these issues promptly to avoid delays. The railway, once completed, is expected to improve connectivity, alleviate traffic congestion, and stimulate economic growth in the region.




Mayor Lazatin also called on the DOTr to involve the affected barangays in the resolution process to ensure a fair and transparent approach.
“We fully back this initiative, as it will provide our citizens with a more efficient and accessible transportation system. However, it is essential that all concerns are addressed in a timely and just manner,” Mayor Lazatin stated.
Secretary Dizon reiterated the DOTr’s dedication to collaborating with the Angeles City government and other relevant stakeholders to expedite the right-of-way acquisition process.
The meeting was also attended by Lazatin’s Chief Adviser and newly appointed DOTr Assistant Secretary IC Calaguas, City Councilor Atty. Arvin Suller, Executive Assistant IV Reina Manuel, and DOTr PMC Engr. Shi Yamamoto.
Present at the meeting were City Engineer’s Office OIC Helen Ayro, General Services Officer Evangeline Malonzo, Business Permit and Licensing Division Chief Enrico Romero, City Environment and Natural Resources Officer Jenifer Castro, City Assessor Michael Calaguas, and Angeles City Human Settlements and Urban Development Office Deputy Rowel Nava.
The North-South Commuter Railway Clark Extension Project is anticipated to serve 342,000 passengers daily once operational.
