DPWH flags ghost flood control project in Davao Occidental

Department of Public Works and Highways (DPWH) Secretary Vince Dizon expressed outrage after discovering an unfinished flood control project at Culaman Bridge, despite being fully paid for by the agency during the previous administration.

The project, awarded to St. Timothy Construction Company, owned by the Discaya family, was intended to protect nearby communities and schools from flooding. However, residents confirmed that no visible progress has been made since its supposed start in 2021–2022.

District Engineer Rodrigo Larete admitted that the contractor had already received full payment, even as the project remained incomplete. Dizon said the discovery underscores the urgent need for accountability and stricter monitoring of government infrastructure projects.
