The Department of Trade and Industry Region 3 (DTI-3) recorded 140,076 business name registrations in 2025, reflecting sustained entrepreneurial activity in Central Luzon despite a slight 1.92% dip from 2024.
At the provincial level, Aurora (3,053 BNs, +3.35%), Bataan (10,658, +6.06%), and Zambales (12,826, +6.03%) posted growth, while Bulacan, Nueva Ecija, Pampanga, and Tarlac saw marginal declines in new registrations.

Notably, renewals rose 11.73%, from 15,388 in 2024 to 17,193 in 2025, signaling stronger business continuity and sustainability among MSMEs.
DTI-3 also reported a growing preference for hybrid processing — online applications with in-person payment—which surged by 18%, with dramatic increases in Aurora (+155.15%), Nueva Ecija (+20.57%), and Zambales (+195.28%). This reflects rising confidence in digital services while retaining the option for in-person support.
“While new registrations dipped slightly, the rise in renewals tells a positive story,” said DTI-3 Regional Director Edna D. Dizon. “Our MSMEs are sustaining operations and growing. DTI remains committed to accessible, responsive, and supportive business registration.”
