Pampanga Governor Lilia “Nanay” Pineda convened an urgent meeting with officials of various water district providers in the province to address complaints of dirty water and low pressure affecting concessionaires in several areas.
Currently, Pampanga has 13 water districts: seven in joint venture with PrimeWater Infrastructure Corporation, two with Pamana Water Corporation, and one with Balibago Waterworks. The districts of Bacolor, Sasmuan, and Sta. Rita remain independent with no joint venture partners.





According to representatives, delays in rehabilitating water pumps—due to PrimeWater’s centralized system requiring all issues to be resolved in Manila—have been a primary cause of problems. Some districts are now in the process of contract termination and seeking to regain management control.
In response, the provincial government is prioritizing the establishment of its own water treatment facility to ensure clean and sufficient water supply for Kapampangans.







The Pampanga Association of Water Districts (PAMAWD), led by President Peter Luzung, thanked Gov. Pineda for her swift action and continued support for the water sector, noting that access to clean water is among the most basic needs of the people.
Also present at the meeting were Board Members Kaye Naguit and Atty. Claire Lim, PG-ENRO Chief Arthur Punsalan, and Provincial Engineer Noli Pangan.
