Investments in Camp John Hay, Baguio City, have skyrocketed to Php 1 billion in just two months following the successful recovery of the property by the Bases Conversion and Development Authority (BCDA) on January 6, 2025. This surge in investments reflects the business sector’s confidence in BCDA’s capabilities and its vision to transform the historic site into a premier ecotourism and investment hub.
Since the recovery, BCDA has signed 75 lease agreements for both residential and commercial properties, totaling approximately Php 1 billion in investments. These deals promise to generate significant economic opportunities and create jobs for the local community, while also contributing to the country’s revenue.
Major industry players and small- and medium-sized enterprises (SMEs) have already begun to invest in Camp John Hay. Notable investors include Metro Pacific Investments Corporation’s subsidiary Landco Pacific Corporation, Stern Real Estate Development Corporation, Amare La Cucina, Golfplus Management Inc. (GMI), DuckWorld Philippines, and Top Taste Trading Inc.
Of the 75 agreements, 70 are residential leases signed by local and foreign nationals, including a notable number of Koreans. The remaining agreements are for commercial leases.
“Reaching the Php 1 billion mark in just two months is a clear testament to Camp John Hay’s potential. Investors are recognizing the area’s promise as a thriving ecotourism and investment destination under BCDA’s management,” said BCDA President and CEO Joshua M. Bingcang. “This is only the beginning, and we’re excited about the additional contracts and partnerships that will be finalized soon.”
Since BCDA’s takeover, visitors have noticed significant improvements in the amenities and services within Camp John Hay. MPIC’s subsidiary, Landco Pacific Corporation, has been managing the John Hay Hotels, while GMI and DuckWorld PH are handling the operations of the John Hay Golf course.
“We are committed to bringing in economic opportunities that will benefit everyone. At the same time, we’re dedicated to protecting and preserving the vast forested areas and open spaces of Camp John Hay,” Bingcang assured.
In alignment with its sustainability goals, BCDA is reviewing the comprehensive master plan for the John Hay Special Economic Zone (JHSEZ) to ensure it meets the United Nations’ 17 Sustainable Development Goals. Additionally, BCDA is collaborating with the Baguio City Government to improve jogging trails and pedestrian lanes, install solar streetlights, and establish a smart transport system.
The BCDA regained control of the 247-hectare Camp John Hay property after a landmark Supreme Court decision, which allowed the recovery from CJH Development Corp., marking a significant milestone in the ongoing transformation of this iconic location.
