It is with a heavy heart that I address you today in light of the tragic shooting incident that claimed the lives of Arvin Lulu and Lerma Lulu in Mexico, Pampanga, on October 4, 2024.

Both victims resided in Mabalacat city. As your mayor, I extend my deepest condolences to the families and friends of the victims during this incredibly difficult time.

While this horrific crime occurred outside our city, it is a stark reminder that violence can affect us all, and we must stand together as a city. I ask for your prayers for the families of the victims as they go through this unimaginable loss.

In an effort to bring justice to the victims and their loved ones, I am announcing a reward of Php100k for any information that can legitimately lead to the arrest of the prime suspect or suspects involved in this heinous act. If you have any knowledge that could aid the investigation, I urge you to come forward and assist our law enforcement agencies.

Additionally, I want to assure the victims’ family that our City Social Welfare and Development Office (CSWDO) is prepared to offer counseling and support services during this tragic time. Healing is a process, and we are here to provide the necessary resources.

I have also instructed our Chief of Police to coordinate efforts with the authorities in Mexico and to initiate a comprehensive investigation, including reviewing CCTV footage and help coordinate with PNP on conducting dragnet operations. We will leave no stone unturned in our pursuit of justice.

Let us come together as one city to support one another and to ensure that those responsible for this act of violence are held accountable.
