𝐌𝐚𝐲𝐨𝐫 𝐏𝐨𝐠𝐢  𝐚𝐧𝐧𝐨𝐮𝐧𝐜𝐞𝐬 𝐚𝐝𝐝𝐭’𝐥 𝐏𝟏𝟖-𝐊 𝐛𝐨𝐧𝐮𝐬 𝐟𝐨𝐫 𝐜𝐢𝐭𝐲 𝐡𝐚𝐥𝐥 𝐰𝐨𝐫𝐤𝐞𝐫𝐬

Mayor Carmelo “Pogi” Lazatin, Jr., through Memorandum No. 1406, Series of 2023 issued on August 15, 2023, has announced that a total of 1,202 employees at the City Hall – 863 permanent, 324 casual, and 15 contractual – are set to receive an additional P18,000 bonus on December 2023.  On the other hand, 3,187 Contract of Service (COS) employees who are qualified for the P3,000 year-end gratuity will receive theirs on December 6, 2023.

𝑃ℎ𝑜𝑡𝑜𝑠 𝑤𝑒𝑟𝑒 𝑡𝑎𝑘𝑒𝑛 𝑑𝑢𝑟𝑖𝑛𝑔 𝑎 𝑚𝑒𝑒𝑡𝑖𝑛𝑔 𝑜𝑓 𝑀𝑎𝑦𝑜𝑟 𝐿𝑎𝑧𝑎𝑡𝑖𝑛 𝑤𝑖𝑡ℎ 𝐶ℎ𝑖𝑒𝑓 𝐴𝑑𝑣𝑖𝑠𝑒𝑟 𝐼𝐶 𝐶𝑎𝑙𝑎𝑔𝑢𝑎𝑠, 𝐸𝑥𝑒𝑐𝑢𝑡𝑖𝑣𝑒 𝐴𝑠𝑠𝑖𝑠𝑡𝑎𝑛𝑡 𝐼𝑉 𝑅𝑒𝑖𝑛𝑎 𝑀𝑎𝑛𝑢𝑒𝑙, 𝐴𝑠𝑠𝑜𝑐𝑖𝑎𝑡𝑖𝑜𝑛 𝑜𝑓 𝐺𝑜𝑣𝑒𝑟𝑛𝑚𝑒𝑛𝑡 𝐸𝑚𝑝𝑙𝑜𝑦𝑒𝑒𝑠 𝑓𝑜𝑟 𝑎 𝑁𝑒𝑤 𝐷𝑦𝑛𝑎𝑚𝑖𝑐 𝐴𝑛𝑔𝑒𝑙𝑒𝑠 𝐶𝑖𝑡𝑦 (𝐴𝐺𝐸𝑁𝐷𝐴) 𝑃𝑟𝑒𝑠𝑖𝑑𝑒𝑛𝑡 𝐹𝑙𝑜𝑟𝑑𝑒𝑙𝑖𝑧𝑎 𝑆𝑎𝑛𝑡𝑜𝑠, 𝐶𝑖𝑡𝑦 𝑇𝑟𝑒𝑎𝑠𝑢𝑟𝑒𝑟’𝑠 𝑂𝑓𝑓𝑖𝑐𝑒 𝑆𝑢𝑝𝑒𝑟𝑣𝑖𝑠𝑖𝑛𝑔 𝐴𝑑𝑚𝑖𝑛𝑖𝑠𝑡𝑟𝑎𝑡𝑖𝑣𝑒 𝑂𝑓𝑓𝑖𝑐𝑒𝑟 𝑅𝑜𝑤𝑒𝑛𝑎 𝐷𝑒𝑙 𝑅𝑜𝑠𝑎𝑟𝑖𝑜, 𝐶𝑖𝑡𝑦 𝐴𝑐𝑐𝑜𝑢𝑛𝑡𝑖𝑛𝑔 𝑂𝑓𝑓𝑖𝑐𝑒𝑟-𝑖𝑛-𝐶ℎ𝑎𝑟𝑔𝑒 𝐸𝑑𝑒𝑙𝑦𝑛 𝑀𝑎𝑛𝑖𝑎𝑔𝑜, 𝐶𝑖𝑡𝑦 𝐵𝑢𝑑𝑔𝑒𝑡 𝑂𝑓𝑓𝑖𝑐𝑒𝑟-𝑖𝑛-𝐶ℎ𝑎𝑟𝑔𝑒 𝐽𝑎𝑛𝑒 𝑁𝑎𝑘𝑝𝑖𝑙, 𝑎𝑛𝑑 𝐶𝑖𝑡𝑦 𝐴𝑐𝑐𝑜𝑢𝑛𝑡𝑖𝑛𝑔 𝑂𝑓𝑓𝑖𝑐𝑒 𝐶ℎ𝑖𝑒𝑓 𝐴𝑑𝑚𝑖𝑛𝑖𝑠𝑡𝑟𝑎𝑡𝑖𝑣𝑒 𝑂𝑓𝑓𝑖𝑐𝑒𝑟 𝐿𝑖𝑙𝑖𝑏𝑒𝑡ℎ 𝐸𝑛𝑟𝑖𝑞𝑢𝑒𝑧 𝑡𝑜 𝑎𝑛𝑛𝑜𝑢𝑛𝑐𝑒 𝑡ℎ𝑒 𝑎𝑑𝑑𝑖𝑡𝑖𝑜𝑛𝑎𝑙 𝑏𝑜𝑛𝑢𝑠𝑒𝑠 𝑜𝑓 𝑐𝑖𝑡𝑦 ℎ𝑎𝑙𝑙 𝑒𝑚𝑝𝑙𝑜𝑦𝑒𝑒𝑠.

The P18,000 additional benefits for the 1,202 city government employees including the Productivity Enhancement Incentive worth P5,000 will be released on December 14; Collective Negotiation Agreement (CNA) bonus worth P7,000 on December 21; and the Service Recognition Incentive worth P6,000 which is to be released to the 1,202 workers on December 28.

This is apart from their tax-free year-end bonus, equivalent to one-month basic salary, which is set to be released on November 15.

Upon the instructions of Mayor Lazatin in a meeting with Chief Adviser IC Calaguas and Executive Assistant IV Reina Manuel on August 16, 2023, the Local Finance Committee composed of the City Budget Office; City Accounting Office; and City Treasurer’s Office, immediately computed and prepared the cash incentives.

Present during the meeting are Association of Government Employees for a New Dynamic Angeles City (AGENDA) President Flordeliza Santos, City Treasurer’s Office Supervising Administrative Officer Rowena Del Rosario, City Accounting Officer-in-Charge Edelyn Maniago, City Budget Officer-in-Charge Jane Nakpil, and City Accounting Office Chief Administrative Officer Lilibeth Enriquez.

“Ito po ay bilang kapasalamatan sa dedikasyon at serbisyo ng mga manggagagawang Angeleños,” Lazatin said.

“Hindi ko po kakayanin ang lahat kung hindi dahil sa kanila. Dakal pung salamat keng kekayung kasipagan,” Lazatin added.

“The city government also has enough funds allotted to grant the cash incentives,” he shared. 

Santos said the administration of Mayor Lazatin continues to look out for the welfare of the employees. 

“Hindi po talaga kumupas ang kanyang pagmamahal at malasakit sa ating mga manggagawa. Sa ngalan po ng mga empleyado ng Angeles City Hall, kami po ay muling nagpapasalamat kay Mayor Pogi Lazatin sa mga biyayang muling matatanggap ng ating mga kawani,” Santos said.

Santos mentioned the efforts of Mayor Lazatin in pushing for the release of the said cash incentives.

“Mula umpisa hanggang ngayon, hindi pa po namin hinihingi ibinibigay na niya. Malaking tulong po ito sa mga empleyado upang masiguro na masagana ang kanilang pasko. Maasahan po ni Mayor na lalo pa namin pagbubutihan ang aming trabaho dahil kami po ay nakikiisa sa kanyang mabubuting layunin para sa lungsod,” she added.

Santos also furthered that AGENDA will support the programs of Mayor Lazatin in uplifting the welfare of all employees and Angeleños.

Meanwhile, the grant of year-end bonus is in accordance with Republic Act (RA) No. 66861, as amended by RA No. 8441, and under the Department of Budget Management Circular No. 2016-4.
