On March 24, 2025, Mayor Carmelo “Pogi” Lazatin Jr. recognized the unwavering commitment of 151 employees during the Loyalty Awards ceremony held at the Angeles City Library and Information Center Amphitheater.
In his address, Mayor Lazatin praised the employees for their long-standing dedication to public service, acknowledging their essential role in delivering efficient and trustworthy service to Angeleños over the years.









“You are the reason behind the efficient and honest delivery of service to our people, from the past to the present,” Mayor Lazatin shared with the awardees. “May your hard work inspire your fellow employees to serve with commitment.”
The recipients were awarded certificates of loyalty, pins, and cash incentives as a token of appreciation for their years of service. Employees with 10 years of service received a P10,000 cash incentive, with an additional P5,000 for every five years of service thereafter.
Among the standout honorees, Jaime Manlapaz and Raidis Rueda were recognized for 45 years of service, while Moises De Luna received recognition for his 40 years of service.
For 35 years of service, Gilbert Basilio, Nestor Dela Cruz, Angela Dizon, and Luis Gonzales were acknowledged for their exceptional dedication.
Additionally, employees marking 30, 25, 20, 15, and 10 years of service were celebrated in various categories, with special mention to those like Carlos Ang, Editha Arceo, and Susan Caguin, among others.
The ceremony was also attended by Vice Mayor Vicky Vega-Cabigting, City Human Resource and Management Office (CHRMO) officials led by Rowena Yambao, and the Association of Government Employees for a New Dynamic Angeles City (AGENDA) President, Flordeliza Santos.
This annual event is part of the city’s Awards and Incentives for Service Excellence program, which aims to boost the morale of government employees by acknowledging their contributions to the local government, as mandated by the Civil Service Commission’s Memorandum Circular No. 06, s. 2002.
The Loyalty Awards continue to serve as a testament to the dedication and hard work of Angeles City’s public servants, ensuring that their efforts are recognized and valued.
