Metro Pacific Tollways Corporation (MPTC), through its subsidiary NLEX Corporation, is stepping up flood mitigation efforts in support of the government’s nationwide “Oplan Kontra Baha” program.
Launched by President Ferdinand R. Marcos Jr. in November 2025, Oplan Kontra Baha seeks to reduce flooding in Metro Manila and other flood-prone areas by clearing waterways and improving water flow, especially ahead of the typhoon season.


In Manila, NLEX has begun clearing and cleaning operations along four major waterways: Maligaya Creek, Estero de Tutuban, Estero de Sampaloc, and Estero de Valencia. The works are targeted for completion before the onset of the rainy season to help protect nearby communities and critical infrastructure.
The initiative is being carried out in coordination with key government agencies, including the Department of Public Works and Highways, Metropolitan Manila Development Authority, Department of Transportation, Toll Regulatory Board, Department of Environment and Natural Resources, and the City of Manila local government.
Prior to the Manila operations, NLEX started cleaning waterways in Valenzuela and Meycauayan in August 2025. The company deployed personnel and heavy equipment, including amphibious backhoes, barges, and dump trucks, hauling more than 500 truckloads of trash and debris.
Since the program’s launch, NLEX has also been assigned to clear three additional sites in Valenzuela, seven in Caloocan, and four more in Manila, covering over 16,000 linear meters of waterways. Nearly 200 personnel have been mobilized to access narrow and hard-to-reach areas to ensure thorough debris removal.

NLEX President and General Manager Luis S. Reñon underscored the importance of collaboration in addressing flooding.
“Sustainable and effective solutions are achievable through collaboration. Keeping waterways clear helps prevent flooding and protects both infrastructure and communities,” Reñon said.
Through its continued partnership with national and local government agencies, MPTC and NLEX aim to help build safer, more flood-resilient communities across Metro Manila and nearby areas.
