The Philippine Coast Guard (PCG) will establish its Command and Admiral Staff College in New Clark City after signing a lease agreement for key facilities within the National Government Administrative Center (NGAC).
The contract signing was held on February 26, 2026 at the Government Building in New Clark City between the New Clark Government Center Corporation (NCGC) and the PCG.
PCG Commandant Ronnie Gil Gavan formally signed the agreement, with PCG Representative Tito Alvin Andal serving as witness. On behalf of NCGC, President Patrick Nicholas David signed the contract, witnessed by General Manager Arnold D. Gunnacao (Ret.).
Bases Conversion and Development Authority (BCDA) Board Director Rolen Paulino also attended the signing ceremony.
Under the agreement, the PCG will lease the entire fourth floor of both the North and South Towers of the Government Building to house its Command and Admiral Staff College, while the entire sixth floor of the Acacia Building will serve as dormitory facilities for its trainees.
BCDA President and Chief Executive Officer Joshua M. Bingcang said the move reinforces New Clark City’s role as a strategic location for key government institutions.
“The establishment of the PCG’s Command and Admiral Staff College in New Clark City reflects growing confidence in the city as a secure and resilient location for critical institutions,” Bingcang said.
NCGC Chairperson Isaac said situating the college in New Clark City aligns the PCG’s leadership training with a broader national vision of sustainability, security, and institutional strength.
NCGC Corporation manages several facilities within the National Government Administrative Center in partnership with BCDA, supporting national government agencies and institutional locators.
The project also supports the development agenda of Ferdinand R. Marcos Jr., particularly initiatives focused on infrastructure modernization, regional development, and strengthening national security institutions.
The National Government Administrative Center spans 200 hectares within the 9,450-hectare New Clark City development. The complex was designed to help decongest Metro Manila while providing modern and disaster-resilient facilities for government agencies.
Several national institutions are also establishing facilities in New Clark City, including the Philippine Space Agency and the Bangko Sentral ng Pilipinas. The proposed Virology and Vaccine Institute of the Philippines under the Department of Science and Technology is also planned in the area.
New Clark City is likewise emerging as an education hub, with institutions such as the National Academy of Sports, University of the Philippines, Philippine Science High School, and Tarlac Community College developing facilities within the growing metropolis.
Officials said the continued expansion of government and academic institutions in New Clark City highlights its role as a resilient and strategic hub designed to support uninterrupted public service outside Metro Manila.
