PPMC TAKES INTERIM CONTROL OF SAN FERNANDO SEAPORT OPERATIONS

The Bases Conversion and Development Authority (BCDA) has entrusted its subsidiary, Poro Point Management Corporation (PPMC), with interim operational control of the San Fernando Seaport following the lease expiration of its previous operator, Poro Point Industrial Corporation (PPIC).

BCDA President and CEO Joshua M. Bingcang and PPMC President and CEO Felix S. Racadio formalized the arrangement through a memorandum of agreement (MOA). This ensures uninterrupted operations and services at the seaport, a critical hub for international trade and regional economic activity.

“The San Fernando Seaport is a vital component of Northern Luzon’s supply chain and economic landscape,” said Bingcang. “It supports industries, facilitates international trade, and generates jobs and livelihood. Ensuring uninterrupted operations is paramount, and we are grateful to PPMC for stepping in during this transitional period.”

The previous operator, PPIC—established in 1999 by BCDA, PPMC, and Bulk Handlers Inc.—opted to cease operations upon the lease’s expiration on October 31, 2024. Despite BCDA’s offer of a three-month holdover authority to maintain continuity, PPIC declined. Consequently, the BCDA Board authorized PPMC to assume interim control effective November 6, 2024, while preparations for a competitive bidding process to select a new operator are underway.

PCEO Racadio assured, “With the trust placed in us by BCDA, PPMC will diligently manage the seaport to meet operational and service expectations.”

Under the MOA, PPMC is tasked with maintaining critical services, including cargo handling, customs brokerage, warehousing, and equipment rentals. The company will also oversee safety, environmental protection, trade facilitation, labor compliance, and infrastructure maintenance at the seaport.

The San Fernando Seaport is part of the 236.5-hectare Poro Point Special Economic and Freeport Zone, formerly the US Wallace Air Station. Positioned as a premier tourism and investment hub, Poro Point significantly contributes to La Union’s transport and logistics sector through its seaport and airport, fostering growth across Northern Luzon.
