The Police Regional Office 3 (PRO3), through the Regional Civil Security Unit (RCSU-3), has released a public advisory on allowed and prohibited firecrackers and pyrotechnic devices as part of its intensified Ligtas Paskuhan Campaign, which is aimed at ensuring a safe, orderly, and injury-free holiday celebration across Central Luzon.
PRO3 Regional Director PBGEN Ponce Rogelio I. Peñones Jr. emphasized that the sale, distribution, and use of illegal firecrackers remain strictly prohibited. He also reminded the public that even permitted firecrackers must only be sold within authorized firecracker zones, in accordance with existing laws and PNP regulations.


Allowed firecrackers—provided they are not oversized, not overweight, properly labeled, locally made, and sold only in authorized zones—include Baby Rocket, Bawang, El Diablo, Judas Belt (Small Triangulo), Paper Caps, Pulling of Strings, Sky Rocket (Kwitis), and Small Triangulo.
Permitted pyrotechnic devices or pailaw include Butterfly, Fountain, Jumbo (Regular and Special), Luces, Mabuhay, Roman Candle, Sparklers, Trompillo, Whistle Device, and other similar items that meet safety standards and permit requirements.
Meanwhile, PRO3 stressed that hazardous firecrackers and devices are strictly banned. These include Watusi, Piccolo, Poppop, Five Star (Big), Pla-Pla, Lolo Thunder, Giant Bawang, Giant Whistle Bomb, Atomic Bomb, Atomic Triangle, Large-size Judas Belt, Goodbye Delima, Hello Columbia, Goodbye Napoles, Super Yolanda, Mother Rockets, Kwiton, Super Lolo, Goodbye Bading, Goodbye Philippines, Bin Laden, Coke-in-Can, Pillbox, and Kabasi.
Also prohibited are oversized or overweight firecrackers, those with unsafe fuse burn times, imported finished fireworks, unlabeled locally made firecrackers, devices with hazardous chemical mixtures, polyvinyl pipe boga devices, and the manufacture, sale, transport, or distribution of firecrackers without proper permits.
Peñones warned that violators will face confiscation of illegal items, fines, and possible criminal charges. He added that PRO3 encourages local government units to organize community fireworks displays in designated areas, subject to strict safety measures and coordination with the PNP.
The public is advised to buy only from authorized vendors, avoid illegal fireworks, and report violations to the nearest police station or through the 911 emergency hotline.
