The Police Regional Office 3 (PRO3) formally installed its new Regional Director during a turnover of command ceremony on February 24, presided over by PGEN Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police.
The ceremony marked the transition of leadership from PBGEN Ponce Rogelio I. Peñones Jr. to PBGEN Jess B. Mendez, ensuring continuity in peace and order efforts across Central Luzon.


PBGEN Mendez brings extensive experience in intelligence and operations. He previously served as Acting Provincial Director and Officer-in-Charge of the Nueva Ecija Police Provincial Office, overseeing provincial law enforcement and anti-criminality campaigns. His prior assignment in Nueva Ecija provided him with familiarity with the operational landscape of the region.
Before his designation to PRO3, Mendez served as Senior Executive Assistant to the Chief, PNP, handling strategic coordination, policy implementation, and operational oversight. He also led intelligence operations in Metro Manila as Chief of the Regional Intelligence Division of the National Capital Region Police Office.
In his assumption message, Mendez said his leadership will be anchored on integrity, transparency, courage, and accountability. He vowed strict but fair law enforcement aligned with the PNP’s Focused Agenda.
His priority programs include intensified campaigns against illegal drugs, loose firearms, illegal cigarette manufacturing, and wanted persons. He also committed to internal cleansing efforts to strengthen discipline within the ranks and boost public trust.
Under the banner of “Pulis Central Luzon,” he assured that PRO3 will continue delivering Serbisyong Tapat, Mabilis, at Nararamdaman—firm in operations, fair in action, and responsive to community needs.
Meanwhile, PBGEN Peñones has been designated as Acting Director of the PNP Directorate for Operations, where he will oversee nationwide operational policies and strategies.
With the transition complete, PRO3 personnel reaffirmed their commitment to remain united, professional, and mission-focused in serving the people of Central Luzon.
