SBMA, Subic Grain Terminal conduct Safety Response Simulation Exercise

On April 4, 2025, the Subic Bay Metropolitan Authority (SBMA) and Subic Bay Freeport Grain Terminal Services Incorporated (SBFGTSI) held a simulation exercise (SimEx) within the terminal’s premises at the Subic Bay Freeport to test safety and security response operations.

The simulation, titled “Responding to Active Shooter and Barricaded Scenario,” was designed to assess and improve the security procedures and contingency plans of both SBMA and SBFGTSI in response to emergency situations.

Diego P. Aviles, SimEx Director for the SBMA Seaport Department, explained that the exercise provided an important opportunity for all participants to practice their response strategies. “Our goal is to test the security communication protocol during an active shooter and barricaded incident scenario,” Aviles said.

In addition to testing communication and security protocols, the exercise also focused on evaluating the coordination between SBFGTSI’s security personnel, the Emergency Response Units, and the Law Enforcement Department (LED). The exercise was conducted in line with the Port Facility Security Plan to ensure the readiness of all teams to handle such emergencies effectively.

The simulation tested the response capabilities of various SBMA departments, including the Seaport Department, LED (Special Weapons and Tactics team, Traffic Branch, and K-9 Unit), as well as the Public Health and Safety Department.

Engr. Carlito Faustino, SBFGTSI Terminal Manager, and Gilbert Espiel, SBFGTSI Port Facility Safety Officer, joined Aviles in emphasizing the importance of this exercise. They highlighted the value of collaboration between SBMA and SBFGTSI in ensuring the safety and security of the Subic Bay Freeport.

“This exercise would not have been possible without the strong partnership and collaboration between SBFGTSI and SBMA,” Aviles added.

The simulation served as a crucial step in strengthening preparedness for potential emergencies, reinforcing the commitment of both organizations to the safety and security of the Freeport area.
