The Subic Bay Metropolitan Authority (SBMA) recognized 175 employees for their years of dedicated government service during its 11th Loyalty Awards Ceremony held on November 17, 2025, at the Subic Bay Exhibition and Convention Center.





The annual awards honor personnel who have reached 10, 15, 20, 25, and 30 years in service. Civil Service Commission–Central Office Assistant Commissioner for Professionalization and Cooperation Atty. Judith A. Dongallo-Chicano served as guest of honor.
“This celebration stands as a testament to your dedication and commitment. SBMA stands strong today because of people like you,” Dongallo-Chicano said, commending the awardees for their role in the agency’s continued progress.
A total of 44 employees received awards for 10 years in service, including a posthumous award for an employee who passed away in August 2024. Five employees were honored for 15 years; 114 for 20 years; nine for 25 years; and three for 30 years.
The ceremony also featured a tribute to the awardees and the 2024 Employee of the Year finalists, who made a grand entrance accompanied by the Jose de Piro Kabataan Orchestra from Dinalupihan, Bataan.
One of the three 30-year service awardees, Nora P. Sevillejo, delivered an inspirational message expressing gratitude to her colleagues and to SBMA, which she described as her “second home” for the past three decades.
“Loyalty is a value built on trust, commitment, and unwavering dedication. It is not measured by time alone, but by the quality of service,” Sevillejo said.
She recalled beginning her journey as a volunteer in the SBMA Tourism Department in 1994 alongside fellow awardee Judith Stenseth. She was later assigned to the Financial Planning & Budget Department, where she has since overseen SBMA’s capital expenditures in accordance with government rules and regulations.
