The digital portal “Kayabe Kard” of the local government of the City of San Fernando is set for launch in the second quarter of the year and Fernandino senior citizens will be the first to benefit from it.
This was announced by City Mayor Vilma Balle-Caluag today, April 25, when she was presented the digital system developed by the City Information and Communications Technology Office (CICTO) in collaboration with the City Social Welfare and Development Office (CSWDO), the City Health Office (CHO), and the Community Affairs Division (CAD).

The Kayabe Kard portal [https://bit.ly/3Hcn35Y] is the first phase of the City’s Health Management Information System which is also composed of CICTO and CHO.
According to the CICTO, more than 22,000 individuals are already enrolled in the digital portal and enrollment is still ongoing.
Caluag said the plan is to distribute temporary Kayabe Kards to the first batch of senior citizens this May that they can use to request medicine and other medical services from the City Health Office, rural health units (RHUs), and barangay health centers.

The CHO, RHUs and health centers can access the digital portal by scanning the QR code or entering the personal identification number (PIN) of the card holder. The personal information and categorization of the beneficiary can be found here (red, blue, or white).
The portal will also show the medicine or medical services that the beneficiary needs, which is a step towards a faster, more efficient process and more accurate data about Fernandinos who need medical services.
Present during the meeting were CSWDO Officer-in-Charge Mary Ann Biliwang, CICTO Officer Atty. James Francis Villanueva, City Disaster Risk Reduction and Management Officer Raymond del Rosario, and Community Affairs Officer Arnold Navarro. The CICTO web developers were also present.
