PBBM revokes policy granting CES rank to MNSA grads

President Ferdinand R. Marcos Jr. has revoked the policy conferring career executive service (CES) rank to graduates of the National Defense College of the Philippines’ (NDCP) Master in National Security Administration (MNSA) program.

Signed by Executive Secretary Lucas Bersamin by the authority of the President last July 2, Marcos issued Executive Order No. 63 to synchronize the standards and procedures for conferring the CES rank.

A copy of EO 63 was made public Sunday.

Marcos’ order adopted the recommendation of the Career Executive Service Board (CESB) to revoke the policy that grants CES rank to MNSA graduates who are appointed to CES positions.

It also repealed provisions of EO 145 s. 2021, which stated that graduates of the NDCP’s MNSA program appointed to CES positions should be granted the career executive service officer rank that is commensurate with their respective posts.

EO 145 was issued by former president Rodrigo Duterte “to deepen the pool of leader-managers in government and further strengthen the quality of policy formation and governance in the public sector.” (PNA | Darryl John Esguerra)
