Senator Win Gatchalian is advocating for all local government units (LGUs) in the Philippines to establish their own Business Permit and Licensing Offices (BPLO) to streamline processes, encourage investments, and drive economic growth.
“Creating a BPLO in every LGU establishes a one-stop shop for business-related transactions, easing the burden on entrepreneurs and enhancing the efficiency of government services. This initiative aligns with the Ease of Doing Business Act, which promotes streamlined and accessible service delivery,” said Gatchalian, co-author of Senate Bill 1278 or the BPLO Act.
The proposed measure aims to ensure that each city and municipality will have a dedicated BPLO, providing LGUs with the necessary tools and mandate to better serve their constituents.
Reflecting on his tenure as mayor of Valenzuela City, Gatchalian recalled the challenges faced by residents in securing business permits and how establishing a BPLO in the city significantly improved the process. “As a former mayor of Valenzuela City, I understand the struggles our people face in obtaining business permits,” said Gatchalian, who also chairs the Senate Committee on Ways and Means.
He emphasized that institutionalizing BPLOs nationwide would create a supportive environment for businesses, particularly in non-urban areas, making them more attractive to investors.
“LGUs must be prepared and equipped to address investor needs, especially for small businesses and startups. This will help generate employment opportunities and support economic growth,” Gatchalian noted.
He further stressed that the proposed legislation is a concrete step toward ensuring that LGUs are capable of meeting the needs of both residents and investors in a more efficient and organized manner.
“This bill ensures that every LGU can respond to the needs of our people, especially investors, in a systematic and effective way,” he concluded.
