Carl Cruz, Globe Deputy CEO, discusses Globe’s digital inclusion efforts during the turnover of mobile phones to 4Ps beneficiaries in Navotas City, March 18, 2025.

In a collaborative effort with the Department of Social Welfare and Development (DSWD), Globe and GCash are empowering 4Ps (Pantawid Pamilyang Pilipino Program) beneficiaries by providing smartphones to enhance financial inclusion and improve their daily lives.

As part of the Pre-loved Phone Donation Drive, Globe is donating refurbished smartphones to 4Ps recipients, enabling them to use GCash for financial transactions. This initiative is aligned with Globe’s long-standing commitment to digital inclusion, ensuring that no Filipino is left behind in the digital transformation of the country.

Currently, many Level 1 4Ps households face challenges in managing their funds digitally due to a lack of smartphones, often relying on ATMs to withdraw cash grants of Php 2,000 to Php 5,000 every two months. With the shift to GCash, recipients can access their grants more securely and efficiently while reducing their reliance on cash transactions.

“Through mobile phones, 4Ps members will receive their cash grants faster, more securely, and efficiently. This will also help them with financial transactions such as digital banking and other services that can support their livelihoods,” said DSWD Secretary Rex Gatchalian.

Carl Cruz, Globe Deputy CEO, emphasized that the initiative goes beyond just financial transactions. “We hope these phones will not only serve as tools for receiving aid, making calls, chatting, texting, or browsing social media. We wish for them to be gateways to opportunities for a better future, such as online education and micro or small businesses. We hope you can use these phones for meaningful activities that will uplift your lives,” said Cruz.

Oscar Enrico Reyes Jr., President and CEO of G-Xchange Inc., expressed gratitude to the partners involved in the initiative. “We sincerely thank our partners for continuously supporting our mission to make digitalization and financial inclusion accessible to every Filipino. This program provides equal opportunities to all, regardless of their status in life, to access financial services.”

The initiative began with the DSWD’s e-Panalo ang Kinabukasan orientation and unboxing session held at the Malabon Amphitheater on February 18. Volunteers from the Ayala Foundation and GCash assisted beneficiaries in setting up their TM SIM cards and accounts. Beneficiaries were also trained to use the GCash app for smooth digital transactions. Globe facilitated SIM registration and demonstrated how GlobeOne and Globe Fiber Prepaid can support beneficiaries’ livelihoods.

In addition, BPI Foundation conducted financial literacy training to help recipients build confidence in managing their funds through digital platforms.

The program culminated in a nationwide turnover and payout event on March 18 in Navotas City. The event marked the official handover of smartphones to 4Ps beneficiaries and the first cash grant disbursement via GCash.

Through this collaboration, DSWD, Globe, and GCash are driving financial inclusion and showcasing the impact of public-private partnerships in enhancing government assistance programs.
